19 of the Russian's 21 titles have been earned on hardcourt
A comeback the Russian player claimed his first championship for over two years with a win over opponent Moutet in the tournament final.
The Russian, a former number one, has endured a challenging period, winning just one win at the big events and suffering a meltdown at the US Open.
His varied form on the tennis tour - and issues with his serve in particular - led to him falling of the elite rankings and finally separating with former trainer his previous coach.
Currently working with Thomas Johansson and his other coach, the tennis star has gradually improved in the last few weeks - climaxing in a hard-fought 7-5 4-6 6-3 triumph over challenger Moutet.
It is his first championship since the Rome competition and initial on a hardcourt after that period of the previous year.
The win also indicates he has secured twenty-one titles at twenty-one distinct tournaments.
"It's the first time I am participating in a tournament with my children at once, so to win a trophy is particularly special," stated world number 14 Daniil Medvedev.
"This championship is in dedication of my child her name, because the first title I won when my first daughter her name was born was for her."
The athlete, the 2021 US Open champion, had failed in his last six finals, comprising in that event earlier this year.
His defensive approach and recurring outbursts on court had prompted some to question if his skill to compete at the highest level was finished.
Yet the athlete has implemented adjustments in the past month, making an effort to advance forward and compete positively, backed up by an enhanced service.
The champion recovered from a disadvantage in the first set against the challenging Frenchman, securing 4 of the last five exchanges to take the lead.
The pair traded service breaks in the second set before the Frenchman, attempting for his first tour title, gained dominance to create a final set.
Moutet saved 4 initial opportunities in a tight deciding set before Medvedev won the break to that score to close out the victory.
Suitably, Medvedev secured the title with a point at the net, with the Frenchman unable to handle a return after over two and a half hours.
