Britain and France to Deploy Military Personnel to Ukraine if a Peace Deal is Reached

The London and Paris have signed a declaration of intent concerning the positioning of troops in Ukraine in the event a peace agreement be made with Russia, the British leader, Starmer, has stated.

After talks with Kyiv's partners in Paris, he noted that the two nations would "establish military hubs across Ukraine and erect protected structures for weapons and military equipment" to prevent any potential attack.

The coalition members also put forward that the America would assume leadership in overseeing a halt in hostilities.

Russia has on multiple occasions stated that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has not yet issued a statement on this recent development.

Context and Continuing Hostilities

The Kremlin's head Vladimir Putin initiated a major offensive of Ukraine in early 2022, and Russia currently controls roughly 20% of Ukrainian territory.

"This is a vital part of our pledge to be alongside Ukraine for the long-term," remarked the British leader.

National leaders and high-ranking officials from the "Partner Group" took part in Tuesday's talks.

Addressing reporters at a joint press conference, Starmer noted: "It creates the pathway for the juridical structure under which British, French, and partner forces could operate on Ukrainian soil, defending Ukraine's air and maritime domains, and regenerating Ukraine's armed forces for the future."

The British leader added that the UK would participate in any American-headed verification of a possible cessation of hostilities.

Protection Pledges and Diplomatic Positions

Top Washington representative Steve Witkoff remarked that "lasting security guarantees and strong prosperity commitments are essential to a lasting peace" in Ukraine – referring to a central demand made by Kyiv.

He indicated the allies had "largely finished" their work on finalizing such pledges "in order that the Ukrainian people know that when this war ends, it ends permanently."

Jared Kushner, ex-President Donald Trump's advisor, also participated in the negotiations.

Meanwhile, President Macron Emmanuel Macron said that Ukraine's supporters had made "considerable progress" at the meeting.

He said that "strong" defense assurances for Ukraine had been agreed in the event of a prospective ceasefire.

Ukrainian President Volodymyr Zelensky said that a "significant advance" had been made in the talks, but qualified that he would only deem efforts to be "sufficient" if they culminated in the cessation of the conflict.

Earlier, Zelensky said a peace deal was "largely prepared". Settling the outstanding 10% would "shape the outcome of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Territory and defense assurances have been at the heart of unresolved issues for negotiators.
  • The Russian President has often said that Ukraine's forces must retreat from all of Ukraine's eastern Donbas region or Russia will occupy it, refusing any concession over how to conclude the war.
  • Kyiv has so far rejected giving up any land, but has floated the idea that Ukraine could move its troops to an agreed point – but only if Russia follows suit.

Moscow presently occupies about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The pair of oblasts form the area of Donbas.

The earlier US-led comprehensive peace plan that was extensively reported to the media last year was viewed by Kyiv and its European allies as being strongly biased in Russia's favor.

This led to a period of intensive diplomacy – with Ukraine, the US and European leaders trying to adjust the document.

Last month, Ukraine sent the US an updated 20-point plan – as well as distinct documents detailing possible security guarantees and provisions for Ukraine's rebuilding, Zelensky added.
